Lian Sheng graduated with a Bachelor's degree in 1982 and a Master's degree in 1985 from Harbin Engineering University, China. In 1986, he went to Bath University to study sound propagation in shallow water channels and was awarded a PhD in 1989 for his work.
After his PhD, Liang Sheng worked as a research officer at Bath University, then went to Birmingham University in 1990, working in the underwater acoustic group as a research fellow. He became a lecturer in 1996. Lian Sheng joined NATO Undersea Research Centre (formerly SACLANT Centre) in Italy as a senior scientist in 2000. He came back to the UK and worked at the Institute of Sound and Vibration Research in 2005, before joining NPL in 2010.
